Not quite. Whether one is a tech or admin contact is merely a fact that
is evidence that one has control of domain that, in the mind of a
resonable person, amounts to "ownership".

(I tend to also ask the question whether the membership candidate has the
undisputed discretionary authority to relinquish the domain name -- to me
that is extremely compelling evidence of "ownership".)

The reason for this kind of soft, subjective test is to deal with
situations in which someone may have the domain owned by a convenient
intermediary -- like a corporation wholly owned by and controlled by the
membership candidate.

So, in your case, if you can instruct whoever is holding your domain to
relinquish it, then you have a pretty strong case to be a member of the
IDNO.

I'm sure that over time we will build up some experience that will let us
write done examples of things that are supportive of membership and
examples of things that are not.

Right now, the intent is to be flexible and let the general subjective
rules ripen with experience into something more concrete and clearly
delineated.
