It means that a transition that was planned roughly four years ago is
finally being allowed to happen.

It means that NSI will no longer have the ability to imply a threat, by
virtue of their holding physical control over the primary root server.

It means that separate areas of operational focus will be attended to by
separate groups, thereby reducing the opportunities for conflict of interest.
