I suggest that you read it again. Changes to the contents of the root zone
are covered by the second paragraph. The first paragraph clearly refers to
the ownership and location of the server itself. Note the opening of the
second paragraph: "While NSI continues to operate the primary root
server...". If the paragraph that precedes it did not raise the possibility
that NSI would no longer operate the server at some future date, that text
would be superfluous.

Don Telage's comments near the end of the News.com article make it clear
that NSI understands what it has agreed to (for once) and stands ready to
transfer control if and when the USG formally instructs it to do so.
