Pirates

The only time I went after pirates when I was a river ranger was when I
found advertising specifiying the trips and stating a fixed cost in
advance. Advertising (for noncommercial trips....) was prohibited. Fixed
costs in advance were evidence the trip costs were not being shared; how
could you know them in advance? It was most effective not to bring a case,
but to flounder in my bureaucratic inefficiency, wondering hopelessly what
to do, until 2 days before the trip, and then cancel it. (These particular
people thought it over and went legit, and are now a successful and very
well-run outfit used by friends of mine.)

It is worth re-making Harding's point; a wider definition of
outfitting/guiding would permit users to obtain this kind of service, and a
lot of them would like it.
