Allocation is the "oobleck" mantra around my computer keys of late. The
system with the fairest allocation and least restrictions to use is
catching my eye. We can always increase restrictions IF allocation is fair,
and use is still out of sight. But that allocation word has got to be
figured out for ALL users, or abandoned, first. If you abandon allocation,
the system could cater to only repeat users if no one else wanted to go,
i.e., the system that works for everyone is a system that excludes no one
and needs the least restrictions. Is that's Ben's 'keelhaul the
distinctions'? Hey Ben, would you mind putting forward your CRMP response
to the allocation equation? Maybe the rest of us can put on our thinking
caps and chant....allocation, allocation... The Banking world is going
through a paradigm shift. Lets look to a new way of thinking, and not let
the current baggage sink us. Dave K has trouble choosing which type of
boat, section of river to boat, which type of company, etc. These similar
questions are sorted out by non commercials. We may benefit to remember
that concessionaires in NPS are not to interfere with access by the general
public. Lets remember some NPS sideboards here and move ahead.

PS Hey Bob, what is IMHO? I'm a hoe?
