This means not only a formal announcement-list but also a formal
response-to-voting etc list. Might not be the same.
A voting process would then, assuming a separate pab-vote mailing
list include in each voting event an explicit announcement giving the
necessary background information for the vote to make it possibel for
the non-pab-list subscribers to come to a sound conclusion before
giveing thier votes.
