Unfortunately, that is the same as not supporting at all.
IBM has been a major voice of concern about the number of gTLDs for a long
time, including strong voicing of that concern to Magaziner. While they
well might be (finally) changing their mind, I have to believe they are a
significant part of the reason Magaziner is taking a slow-roll approach.
