USG no longers funds IANA (WAS Re: PAB USG Green Paper ]

Correct me if I'm wrong, but I believe the US DOD cut Jon's funding to
zero several months ago - and the contract between ISI and the USG viz
IANA has also ended. There's no funding "lever" they can use against
IANA and Jon at this point... as I said, though, please correct me if
I'm wrong on this...
