I have had an opportunity to scan the comments already posted at the
NTIA web site. A substantial fraction of them are garbage, and
perhaps half the total volume comes from one individual, Stephen
Page, who has sent probably 20 very large messages. The average
quality of all submissions is very low, though there are a few very
good ones...
