OK, I am getting pretty tired by this catfight. Jim, we don't need
second hand commentary about what policies may or may not be effective
in UK. A Director there has given first hand information.
Nor, at this time, do we have TIME to argue about what _might_ be better
than the current MoUs. We have the MoUs now, they can be revised later.
Stop squabbling with your allies.
What we need more than almost anything for you to get together a dozen
people in the UK, and in Europe, and write papers opposing specific
sections of the Green Paper. And hand-deliver them to your ministers,
or at least their staff -- this week!
Perhaps you could write something about section II, need for change. You
might disagree that the Internet is "becoming" international, since you
are already international. You might say that the WWW ("web" for short)
was developed outside the US. You might say that you are a member of
the PAB, and that the process already is formally accountable to the
"internet community".
You might say the USG is several years behind the "real" Internet.
You might say that you oppose the NSI contract extension beyond March 31.
Don't try to rewrite the GP, just pick a section and critique it to hell.
Don't try to do this on your own. Make sure you have a group, so that
you have several signatures on your paper. That is much more effective!
