I believe that you are quite wrong about the EU position. They are strongly
against the several-monopoly approach. Check your sources.

The UK Presidency is not so strong when Bangemann makes an statement and
asks for agreement.

But again, we will know very soon, when the Telecommuncations Council meets
on the 26th.
