POC is not "independent"

poc is "dependent" on founding organisations isoc and iana at least in a
moral way but i would see the intelectual and also "cyber-political"
dependence too

ps.in this examniation i dont incorperate the aspect of
  "external relation/problematik" with the "rest of the world/governments"
   
   just the "internal" dependence
