               competition in administering the
               name space. A pact concluded
               last year under the auspices of
               the International Ad Hoc
               Committee would have set up
               seven new generic top-level
               domains and opened up the
               business of running them and
               registering new names to global
               competition.

               The international plan -- the
               work of groups like the Internet
               Society and the Internet
               Assigned Numbers Authority, and
               supported by big
               telecommunications companies in
               Europe and the United States --
               was itself the target of
               criticism by independent
               operators who want the freedom
               to initiate new top-level
               domains on their own.

               Neither the global group, now
               working under the name Council
               of Registrars, nor the
               independent body are likely to
               be pleased with the government's
               work. A full public airing of
