               OPEN COMPETITION OR MONOPOLY CONTROL?

   Will Users have a voice in determining the future of the Internet?

   Forum on Domain Names, September 21-23, 1998 on the Net and live
   At Cooper Union for the Advancement of Science and Art, N.Y.

For the past two years there has been a heated debate over the future of
the Internet Domain Name System (DNS) --over issues of adding new
Toplevel Domains (TLDs) such as ".art" ".media" ".sex" and hundreds of
others--and about privatization, ownership and management of the TLD
namespace. Most of the debate has centered on the issues of trademark
and private, exclusive ownership of Toplevel Domains, and whether or not
any new ones should be created and how many there will be. Note that
there is no technical reason why a TLD must be limited to the existing
style of ".com" ".org" ".net" ".edu" or ".uk" and there is technically
no limit to the number of possible TLDs. The issue is purely political,
not technical.

The US Government's Commerce Department--National Telecommunications
Infrastructure Agency (NTIA), headed by White House Advisor Ira
Magaziner issued a Policy Statement in June, 1998 advising the
transition of the management and administration of the Root of the
Internet to a Non-Profit Corporation made up of a board of
"stakeholders" that "represent the various interests involved in the
Internet". That policy statement by the NTIA has become known as the
"White Paper".

An ad-hoc group of corporations and internet service providers convened
a process, at the behest of the NTIA, which they call the International
Forum on the White Paper (IFWP) which held conferences in Reston,
Virginia, Geneva, and Singapore. The IFWP proceedings have been
controversial in that its purportedly open sessions failed to attract a
constituency of internet users and have effectively precluded any role
or public voice in the proceedings, which conclude at the end of
September, 1998.

WILL USERS HAVE A VOICE IN THE FUTURE GOVERNANCE OF THE NET?

It's not yet too late to get involved, but time is running out! A
special DNS.FORUM is being held where you, the USERS OF THE INTERNET
will have a voice in the future of the Internet. It begins NOW on the
Internet, in the form of a mailing list which you can join immediately
by sending the message "subscribe dns.forum" to
<majordomo@lists.xs2.net>. When you subscribe, you can ask questions,
get answers, and talk things over with other users. You'll be in the
conference online right away.

The Forum takes on another dimension online and in person from September
21 to 23, 1998. Starting September 21, a special software,
"Deliberation.Space" developed by the Cyberspace Law Institute will
host a revolutionary, asynchronous space where users can debate the
issues over the web. The Forum will culminate in a Live Panel
Discussion at the Cooper Union for the Advancement of Science and Art in
New York on September 23, consisting of a Panel of experts in Internet,
Telecommunications, Free Speech, Public Access and Privacy. The live
audience as well as the internet participants are invited to submit
comments, questions, rants, constructive criticism, to the panel.

The goal of the Forum is to create a constituency of independent
internet users who will have a say in the future governance and
management of the Internet. This is your chance to get involved in
shaping the future of global communnications before it is totally
consumed by the large corporations who seek to take control in
their own interests at the expense of your Free Speech, Privacy and
Public Access.

The Panel Discussion at Cooper Union will be interfaced live to the
internet with terminals on-site to take your messages if you can't
attend in person. The date of the Panel is September 23 from 7 pm to 10
pm Eastern Time (NYC).
