I agree with Kent on the way to go. PAB has a strong industry, user and
registrar base and could be the core of the new Names Organisation.
There are four ccTLD organisations, they are loosely organised in wwTLD. My
idea is that we should approach the ccTLD organisation and ask them
directly. ccTLDs may want to be represented in the Names Organisation as
independent organisations, through regional representation or through
wwTLD, it should be up to them to decide
