I agree that theses issues must be addressed, but it this can
only be done by the new board itself, as and when the SOs are
up and running. Mind you, the new board also the power to change
the bylaws (albeit with limitations). If they contained fiscal
restrictions, the board would be able to remove them - possibly
very rightly so because the bylaws cannot foresee future
requirements.
But quite frankly, what costs us a lot of money are inaction
and delays, not the budget. I am not saying the new IANA should
waste money, but even if it did, this would hardly affect the
bottom line of any user. The current deadlock, however,
seriously affects the bottom line of many people.
