First of all, as you all probably know by now, IANA has made a formal
proposal to the USG for an entity to be recognized as the new IANA.
(One can only hope that the first official act of the board would be
to change the name from "ICANN" back to "IANA".) This new entity uses
the draft #5 IANA bylaws/articles. The USG has posted information at
http://www.ntia.doc.gov/ntiahome/domainname/domainhome.htm.
On that page you will also find a pointer to instructions for filing
comments electronically. There will undoubtedly be many comments from
unfriendly points of view, so it would be good if they could be
counterbalanced by intelligent supporting comments.
In any case, it seems very likely that the new IANA (with whatever
name) will be blessed by the USG within the next couple of weeks.
This brings me to the second point.
With the enfranchisement of the new IANA the matter of the Domain Name
Support Organization becomes the most pressing issue.
POC has spearheaded an effort to form the DNSO, and the first signs of
that work can be seen at http://www.dnso.org. However, this is most
definitely not a POC-only initiative -- POC has been working with many
other groups to bring this to life, and these other players will be
reflected in the web site soon.
An open kickoff meeting is planned for October 16-18, in Barcelona,
Spain. At this early stage it is most important that the DNSO effort
get off to a good start with strong representation from mainstream
stakeholders.
Therefore, you should attend this meeting if you possibly can. This
is short notice, but an early start seems vital. It is possible that
follow on meetings may be required. But if they are they most
probably will not be held in Europe. Therefore, PAB members from that
part of the world should make a special effort to make this meeting.
Further details on the meeting will be posted in the next few days.
