Implications of NSI/USG settlement

Breaking news is that NSI and the USG have reached an agreement (a
press release can be found at http://www.ntia.doc.gov). The bad news
is that .com/.org/.net won't be opened up to shared registrations
until April or May of 99, at the earliest. Such a delay will be
further stress on CORE. Therefore it is even more important to get
the DNSO operational as quickly as possible, and to get more names in
the root as soon as possible thereafter.
