Just guessing but since I wrote the stuff it's probably a pretty good
guess :)

The membership DB has a voting field. Rick probably queried the DB
for non-voting members and these two are non-voting (by their own
choice) There is also a date signed field but I know that it is
correct for IANA and ISOC.
