It is quite simple...organizations sign the gTLD-MOU, but people are elected for seats. I.e. PAB members vote (organizations), but people elected does not have to work for organizations that have signed the MOU. They especially does not have to be the person that have signed the MOU for some organization.

I don't think we have a problem here. PAB can elect anyone they want.
