The actual mechanism specified in the Charter is that the Chair may
issue a call for consensus at any time, and must issue a call if 10%
of the active membership request it.
I have made a couple of minor changes to the draft in response to
some very good suggestions, and to correct an oversight on my part.
I will continue to accept suggestions for minor changes until 1600Z,
Feb 5 (8am PST). That final draft will be available at

and posted to the list in text form shortly thereafter. A call for
consensus to accept that draft will run from 2359Z Feb 5 to 2359Z Feb
