It's already been done. It's called NSI. (Don't for a moment think that
anything being proposed or feasible to conduct will be a seriously
"controlled" experiment anymore than NSI was.)

If one evaluates it according to professional measures of price,
operational skill and customer responsiveness, the experiment hasn't gone
very well.
