and Charles C. Kuhlman at New York University.
This paper contains some interesting statistical analysis of comments
received on the USG Green Paper (Tables 2 - 7).
This paper is a follow-up to an earlier paper by the authors at
http://www.intlmgt.com/domain.html which contains a statistical analysis
of comments received on the first NTIA request for comments last summer.
