My guess (from the other side of this unfortunate globe):

Try calling them directly. The 800-number will take you to Holiday
Inn's central booking facilities in Kanasas City, Ithaka, Orlando, or
whereever they happen to be. The only thing you can be sure of is that
they sit _far_ from Monterrey, and that they have no clue what so ever
about local arrangements.

Just my guess.
