Yes, of course, this is precisely what the original, acceptable ICANN bylaws
created: the SOs as advisory bodies with the ICANN and actually forming the
components of it, with the chosen leaders of the SOs being the Board, except for
some Board members being selected by an at-large membership that couldn't fit in
any SO. Now that's been turned on its head, with the ICANN membership separate
from the SO memberships. This is a whole new ball game, and the SOs are
isolated, stripped of power, and liable for their own policies.
