No, Kent. The simple truth is that trademark holders make up a VERY small
subset of domain name holders. But you want to give this VERY small special
interest group a much higher footing than their numbers amongst all domain name
holders really warrants.

How can anyone not see that this places and unfair bias against the non
trademark domain name holders?

The fact is that Trademark holders are willing to use their money and influence
to support your effort, provided that you help them get rules introduced that
they know they would never be able to get passed at legislative levels.

You want their support, since actual DNSO.org support is so waning, and indeed
is only representing a small subset of stakeholders as it stands. With a vocal
(and wealthy) supporter such as the trademark holders groups, the DNSO.org can
try and use this influence to overcome the facts, that they do not meet the
mandates for a DNSO.
