The users of hotmail addresses are affected by DNS policy, and they
do have a registered domain. The users of aol.com are affected by
DNS policy, as is every user of an ISP. Every user of the web has
an interest in stable domain names, as well.

Even the ICC documents state that every *user* of a domain name is a
stakeholder.
