Exclusion of the users: the ICC document

Comment on the ICC general principles document.

The battle lines are drawn. The manifest single intention of this document,
as of the INTA's bylaws, is to deprive individual domain name holders and
Internet users of membership in the DNSO, an intention contrary to the
spirit of the White Paper, ICANN's bylaws, Internet democracy, and the
interests of Internet users.

Here are the pertinent clauses of the ICC document, and their meaning:

> · All Internet stakeholders shall have the right to
> participate in the DNSO and the Names Council (NC) through
> representative constituencies and appropriate representative
> organisations.

Meaning: Independent Internet users do not have the right to participate.

> · Such participation shall include representative
> organizations of technical, business, policy, legal and
> consumer interests that use domain names or participate in
> operation of the DNS.

Meaning: Individual users may not participate.

> · Individual stakeholders, whether or not also members of
> a representative stakeholder organisation, shall have the
> right to petition the DNSO directly on issues within its
> remit.

Meaning: Individual stakeholders who are not members of an organization may
petition the DNSO, but may not be members of it.

> · Procedures must be in place within each stakeholder
> constituency to develop a system of selection and
> appointment of representatives.

Meaning: People will not be allowed to represent themselves.

> · To maximize the benefits, effectiveness and breadth of
> participation within the DNSO, participation by
> representative organisations (including groups representing
> individual owners/users) as opposed to individuals should be
> encouraged.

Meaning: Independent users will not be able to participate.

Query to the DNSO.org, but especially to the Interim Board of ICANN:

Are you going to permit this exclusion of individual, independent Internet
users from the DNSO?

The independent Internet users would like to know your position on this
crucial issue, so that we can know whether we are invited to help you build
ICANN and the SOs, or if we are going to have to fight you. Please respond.
