You're wrong on the AIP's procedure (see Andrew Kraft's previous post),
but you're right on the idea of the Names Council. Which is why the AIP
proposal creates a Names Council that coordinates the work of its
research committees (where the real work is done) -- committees that are
designed to gather information from a broad spectrum of the internet
community.
This is in stark contrast to dnso.org's conception of a powerful,
activist Names Council (as you correctly note in paragraphs 2, 3, and 5
of your previous post.)
