A fresh approach to defining the DNSO

The IE Domain Registry (a ccTLD Registry participating in CENTR)
has been observing the correspondence among the supporters of
the various DNSO drafts, merged drafts, and so on.

We feel that the process is not converging, and suggest that a fresh
approach would be useful. A description of our model for a DNSO
is attached. We offer it as a contribution to the current debate,
realizing that it needs more work on the details.

We have tried to respect as far as possible the list of principles
developed by CENTR and the requirements stated by ICANN. We
have also taken account of those "values" of the ORSC proposal
which we could understand and agree with.
