Our constituent assembly at the moment is really the totality of all email
addresses that we have collected from people who have signed up for the
IDNO/Cyberspace Association. (101)
Who exactly will be a member with voting rights will be determined by the
management committee, really a secondary bootstrap of our
constituency.(they have to sort out if everybody owns a domain).
They will create the voters' roll, the real "constituent assembly".

I hope to have this together by next week. Then everybody will be emailed a
personal password, which can be used to vote on first the Membership rules
and then, after more oppportunity to comment and amend, the whole Charter.
Some less urgent parts will be painted in later and ratified by vote.

We are well on our way to be a completely legitimate democratic
organization in perhaps 2 weeks. (if we are not distracted).
