Let's see, I was assured by Becky Burr, Ira Magaziner, and Esther Dyson
that it means what the words say and what I expect. That language was
added particularly in response to a BWG proposal.

And if you say the langage is redundant, than ICANN is once more in utter
violation of its own bylaws by failing to mandate full parity for
individuals in any of the SOs.
