Obviously a miscommunication. Go read it again. It clearly does
not require SOs to have individual members, no matter what anyone
told you...it leaves membership criteria to the SOs, and says that
individuals must be admitted *if they meet the membership criteria*.
If the membership criteria specifies organizations only, well, no
individual meets that criteria....

No, it's not. In fact, your statement is meaningless on its face --
you are saying that ICANN is in violation of its bylaws because of
clauses that aren't in its bylaws.
