No permit is required to leave a trip and hike out at Phantom, or for that
matter anywhere. However, if a boater wished for some reason to leave a trip
at, say, Kanab, or Shinumo Creek, or anyplace else, and was planning to spend
one or more nights camping on the way out, that person would (I believe) have
to line up a back-country permit in advance just like any other backpacker.
If you're planning to have someone hike in and join your trip at
Phantom, to replace the departed boater, you'll have to let the ranger at
Lee's Ferry know, if you haven't made note of that on your permit application
beforehand.
