Statistics from the park show that the outfitters have used 100%
(sometimes more) of their allocation for at least the last five
years.

Since these user days are not really part of an allocation there
is nothing to give back to if trips are cancelled.

The 40% are in fact used by folks who call in. Privates have used
right at 100% of the allocation over the last several years too.
(These numbers come from information given out by Susan Cherry, the
former NPS permit ranger, and are probably a year old).
