Hoping to delay my put-on date

My fellow boaters,
I have a permit to put on in early April 1998, but some things have come
up that I did not plan on 11 years ago when I got on the list. I'm
hoping to find someone who has a low number or a put-on date in 1999 who
would like to exchange dates (the permit office told me this would be
OK).
