I might go for something like that as a compromise system. How long does
NPS wait before they open the date to anyone? Seems that at some point, if
the date hasn't been taken by people high on the list, they'd need to make
it openly available in order to use the launch. And are those people who
are "up for a cancellation" ranked or just pooled? Would it just be
something like the top 100 permit numbers are in the cancellation pool;
they have two weeks to call in with a first come first served allocation of
the date among those 100; after that, if the date is still not taken, it's
a free for all and anyone on the list can call in?
