we should discuss it but i dont think it stops us from submitting what we
have with the qualifier you suggested earlier.
however, this #3 issue is related to how alternates are supposed to vote or
represent the NC member. BTW, this this issue surfaced in an argument
against proposal 2 re potential political deviations during voting. [recall
Miltons expose].
