We play rhetorical games all month. It doesn't change the simple fact. ISOC is one
organization. When organizations constitute themselves as chapters of ISOC they
are part of that organization. Same goes for ACM, ALA and any other organization
with chapters.

You can't have it both ways. If you want to be an independent organization with
full membership in the constituency, don't constitute yourself as an ISOC, ACM or
ALA chapter. If you want to be an ISOC, ACM, or ALA chapter, don't claim to be an
independent organization.
