Re: ISOC Chapters and NC membership

Hi to all:

I think we should make a difference between branch and chapters.

The chapters are independent entities, registered legally with their own name
and they have they own budget which is gotten through their activities. Their
decisions doesn't depend on the headquearter, as far as the chapter doesn't
loose the view of their objectives and their mission. Also their budget
doesn't depend neither is asigned on and by the headquarters.

A branch is not an entity, is an expansion of an enterprise, bussiness or
organization which is not independent from the headquarters and its budget
depends solely in the headquarters budgets. In fact, almost everything
depends on hearquearters.

There are chapters that also are branches. There are chapters that are not
branches.

In my opinion, any chapter, sority, fraternity, etc, etc, etc, which depends on
headquarters to take decisions and/or their budget are asigned by
headquarters always and are the majority of the source of such budget, doesn't
qualify to be voting members.

All those who are independent from headquearters can qualify to be voting
members.
