Bill is not a member of NCC -- individuals can't be members of the NCC.
"Internet Users Society-Niue" is a member of the NCC. Bill is their
representative. It would be perfectly possible for Bill to participate
in 1) NCC, 2) the ccTLD Constituency, 3) the Business Constituency, 4)
the IP constituency, and 5) the ISP constituency, all at the same time,
if different organizational members of those constituencies selected him
as their representative.
