And some registrars are *not* accepting preregistrations . . . and some
are making their fees 100% refundable. Others are auctioning off the
"choice:" slots in their queues. This is competition. If it turned out
that _all_ of the registrars are charging non-refundable fees and none
of those fees are trivial in amount, then I would say that it's worth
getting involved in.

So that all PAB members can weigh my arguments in light of my biases, I
am the attorney for CORE and several registrars have retained me as
well.
