As Ira is procedurally/leagally wrong, it is
procedurally/leagally/strategically wrong from the beginning
to react Ira's paper in a way specified by Ira. The specification
itself is wrong.

Ignore Ira except for his statement that Ira says IAHC efforts were
initiated by IANA under the administration of USG, which means it is
too late for USG to say it was invalid.

Then, complain to Ira's manager.

National bodies may futher ask International court to settle the issue.
