New Draft Bylaws

New draft bylaws for IANA corp (now, alas, renamed as the "Internet
Corporation for Assigned Names and Numbers", which, I note, conflicts
with the well-known "International Conference on Artificial Neural
Networks") are posted on the IANA Web site, www.iana.org. It is very
important that you read them and make any comments as quickly as
possible. Especially read the sections concerning the structure of the
"Supporting Organizations".

I think we should consider trying to make PAB the nucleus of a Names
Support Organization, and POC the nucleus of the Names Council, and I
would like to see some serious discussion of the possibility. There
are other organizations with goals quite antithetical to ours that are
going to step up to the plate, and they will likely carry the day if
we don't act. This is a *very* *serious* *possibility*.

There are things that I think to be done to achieve this
transmogrification. They will require POC's blessing, but I think
this can be accomplished:

        1) We should incorporate.

        2) We should start charging dues.

        3) We should modify the "MoU lite" notion to come up
        with a document that fits with the current reality.

        4) We need to restructure the PAB/POC/CORE relationship to
        fit with the current reality.

There is a lot to do; we only have a few weeks at most to do it.
