Every organisation being a signatory to the gTLD-MoU needs to have
an opportunity for full participation in PAB.

This includes voting, if voting is something the PAB uses as a mechanism
to measure consensus.

I suspect the best way to implement your policy is to specify in the MoU
who a signatory may or may not appoint as a PAB representative.

In the case in question, it would require a policy which prevents an
organisation appointing a person who is already appointed by another
signatory.

Simple.

If the issue is managed in MoU policy, then one does not need to
create rules which relate to voting, access to information etc.

A similar policy could be incorporated to deal with conflict of
interest concerns in relation to CORE.

Speaking to the question of whether an individual or a role
may vote, personally I find people as individuals express ideas
and take ownership of issues much more than a 'role'

I support Kents view on this one.
