About India, I assume that the East Coast people prefer the US West Coast,
while I tend to think that people living in West Coast India would find it
easier to go to US East Coast ;>).

Jokes apart, I believe that rotation should be one of the leading
principles, but we cannot underestimate the practical problems: in order to
set up a meeting, local organizers are needed.
This was, BTW, the reason why US West Coast was disregarded in Barcelona for
the organization of the second DNSO.ORG meeting: nobody of the "local" folks
volounteered, and MTY was the closest we could find. I remember that it was
me who asked to drop the candidature of LA, that was gathering the relative
majority of the support, for lack of organizers.

In fact, lately the Berkman Institute made the difference in shifting the
baricenter towards the East Coast.
