I think, Reid, that you are observing an effect accurately, (that some
people go down repeatedly, while others wait a long long time.

However, I believe that the cause is a very different one than the one
you select (the current <reservation> process).

I believe that the frequent repeaters, of which I have been one; have
done something very different than the waiters. I believe that they are
approaching the problem of running the ditch with a very different set
of priorities than most folks. And that their different priorities allow
them to make use of opportunities that other folks surrendered. Their
different priority is that it is more important to them to do the ditch
than most other things in their lives. More important than job security,
more important than just the right season or weather, in some cases more
important than friendships and family.

It is certainly possible, within the present rules; for a willing and
prepared individual to run the Grand once a year or more, if he's
willing to move on 90 days or less notice, and is equipped to boat
herself down the river.

The system indeed can use improvements. As long as the combination of
limited numbers of bodies, (imposed by NPS Grand Canyon) and limited
willingness to commit to suddenly available dates and trips (imposed by
the waiting list waiters) continues, there will be a few folks who take
advantage of the vacated days provided by the waiting list folks. And
not everybody who would like to go will; after all the opportunities
aren't exactly right...
