In the words of Gaylord Stavely, (or pretty close to those words) of
Canyoneers, a GC outfitter, in regards to access, "...we want to releave
the burden on the private boater, not increase the burden on the commercial
to solve this problem."

Arguing about the value, of one type of permit over another, in financial
terms seems pretty pointless. Private permits are only worth the value of
the experience...esoterically speaking, that is priceless. No matter what,
private trips permits can never be exchanged,... Commercial permits, at the
time of their awarding, are worth the value that one might place on the
opportunity to make a profit. The point that at the end of their term,
they are worthless, because, unless they are renewed, the holder of the
permit is left with nothing...I don't quite understand that thinking...does
that mean that all that transpired before, during that seven years, the
experiences that were had by all, patrons, boatmen and owners, vendors, not
to mention the chance to make money doing something we love, add up to
nothing because one might not get their permit renewed? When those permits
are awarded don't they come with the mandate that the conssessioneur(SP,
SP!) is guaranteed the reasonable right to make a profit during the time
one has the permit. Knowing that these are limited term permits, it seems
there was no shortage of people bidding on these permits, in fact bidding
against each other, two years ago, for the opportunity of "seven more
years?"

Much like a limited term broadcasting liscense, very few permits have not
been renewed, and less than few have actually been withdrawn, leaving a
company stranded on the beach. If these permits had no value, then the
CRMP meetings would not have been attended by all the outfitters, but one,
their families, selected patrons,and so forth.
