Just wanted to state for the record your proposal sounds reasonable to
me. I would like to point out, however, that in calculating user days we
should not use the present system. It takes the total # of commercial
user days and subtracts it from the total allocation. Then bulks the
remaining user days in the private category. We all know the Park
Service uses a fair number of the total allocation. I don't feel it
would be necessary to charge a commercial guide a user day however.
