I don't think this is valid. Membership in both ccTLD and NCDNHC is on an
organizational basis, not an individual basis. If the Nuie Internet Society
NU registry is a voting member of ccTLD it cannot be a voting member of
NCDNHC. It doesn't matter who the representatives are. From our point of
view they are all the same.

ccTLD constistuency's own rules

Only "members" are allowed to vote. I am not a voting member of the ccTLD
constituency, although I do participate in its meetings and discussions,
and am the technical contact for the .NU domain. I believe Randy Bush has a
similar technical role with many ccTLDs whose managers are voting members
of the ccTLD constituency.
